Review of records shows questionable activities behind the scenes

Hundreds of family-wage jobs for Portland, plus a new nature preserve along the Columbia River – where do we sign up?

That’s what Mayor Sam Adams has in mind with his proposal to allow the Port of Portland to build a 300-acre marine terminal on West Hayden Island while setting aside 500 acres for wildlife protection and recreation.

If Adams’ gambit succeeds, it could mark a signature achievement of his term in office.

But the messy process leading up to Adams’ proposal last summer raises questions about how objectively the city will treat the port’s development request for this vital property, and about the Adams administration’s attempts to manipulate the public process and flow of information.
